The municipality of Eskilstuna has a management model that clearly interconnects its vision with its people
The Municipality has developed a management model that safeguards and develops its operating activities. The model also supports the improvements it needs to make so that the four-year strategic targets set by the City Council can be achieved. The management model also connects the Municipality’s 8,500 staff with its vision.

The Municipality of Eskilstuna has always valued innovation and courageous solutions, and has done so ever since the 18th century, when it formed a refuge for small enterprises to refine iron, steel and metals. And the vision of this proud refuge lives on. The Municipality supports entrepreneurial spirit, and is also striving to achieve sustainable development, socially, economically and environmentally. Eskilstuna also has a growing population.
With a population of 100,000, the Municipality is one of Sweden’s 15 largest. To satisfy its residents’ demands for progress and the effective utilization of resources, the City needs a collective direction and coordinated operations.

The Municipality of Eskilstuna. With plans for its vision, term of office and year, the Municipality of Eskilstuna has embarked on a journey. One of the key components for ongoing control of politicians and municipal staff is the “scorecard,” also used to coordinate all the processes within operations, and keep ongoing planning and monitoring on track. It offers clear indicators of how far the Municipality has come on its journey, and how well it is doing.
The management model keeps the operations of the Municipality’s eight administrative boards and five corporations together.
“It’s important for us that the information captured and compiled in scorecards is made available to our politicians and first-line managers quickly. Accordingly, one key step in improving our control has been to procure a system that supports our management model.”
To improve its planning and monitoring, the Municipality of Eskilstuna selected Hypergene product, which it is now implementing in phases. The first phase was to improve unit managers’ support for HR, finance, budgeting and forecasting, as well as scorecards. The largest operations, which also had a lot of managers, was prioritized, and accordingly, the first operation was Education to get an overall support for the performance report processes. Other operations will follow. Another objective is for the solution to help create strategic plans and set strategic targets.
“When we have all the information in a single solution, it’s easy to track things: seeing our vision transformed into action, what our units and people are doing, and the results we are achieving.”
At present about 1,000 people are using the solution to plan and follow up on operations.
“This has enabled our municipal politicians and unit managers to track how operating activities are progressing.”
The solution also offers vital support to other staff, who are the hub of municipal operations.
“The scorecards, and the fact that unit managers can now get the necessary information quickly, simply and understandably, helps create a dialogue in our monthly workplace meetings on the results operations are achieving. We sign an agreement with every employee once a year, which formulates and clarifies everyone’s contribution to our collective vision and the fulfillment of each unit’s targets. This is critical to success for the short and long term,” concludes Tommy Malm.
