Hypergene operational planning delivers end-to-end support for strategy development, through operational planning and execution, to following up on established targets. This application brings the complete performance management process together, making it easy for decision-makers to keep track. The application supports all the management models municipalities use, and is highly flexible to set up different models. For example, Hypergene enables an annual operational plan to be created in text and numbers for different levels of an organization. Risk analysis can be managed within plans on an integrated basis, or in separate risk plans.
One clear theme
The solution breaks down visions and strategies into targets at different organizational levels. Other parts of the organization can take a view of, and define, the additional targets and activities necessary to achieve overall objectives. Targets set at strategic level can be broken down to operational targets and tracked with KPIs. This flexibility also enables models and concepts the municipality already utilizes to be incorporated.
KPI actuals are captured automatically from ERP systems, enabling effective monitoring. This is made possible by application integration with ERP systems, but actual values can also be entered manually. Additionally, all levels of the organization can annotate their results. The system also offers the facility to compare current status with planned targets through channels including scorecards, text documents and reports. Monitoring reports, such as monthly and four-monthly reports, can be customized to relevant needs.
Hypergene’s operational consultants possess long-term practical experience of municipal performance management. They know the importance of having management models well secured in daily working processes of different operations—for example to create an effective link between school quality work and overall municipal operational planning.
